Job Description

As an integral member of our team, the Comprehensive Planning Specialist will provide support for a wide variety of planning (urban, rural, municipal, and regional) and program management needs in support of various planning projects. The Comprehensive Planning Specialist will be expected to:  

  • Perform advanced professional work related to a variety of planning assignments.

  • Oversee the creation of short- and long-range plans for client communities, gathering, interpreting, and preparing data for studies, reports, and recommendations.

  • Lead the development of growth management, land use, economic development, utility, housing, transportation, facilities, or other plans and codes.

  • Manage complex planning studies, review development applications, and review project proposals and deliverables.

  • Conduct research and prepare statistical reports on land use, physical, social and economic issues.

  • Provide professional planning assistance to client communities on varied planning projects.

  • Work in regional-level program areas relating to major area(s) of work.

  • Schedule and conduct meetings with advisory groups, local boards, and elected officials as needed.

  • Present reports and other findings to municipal boards and officials and state and federal agencies. Serve as liaison to project and program committees.

  • Monitor and ensure compliance with local, state, and federal laws.

  • Oversee specialized planning functions such as large-scale new development proposals and environmental studies.

  • Prepare reports on operations and activities, recommending improvements and modifications.

  • Participate in project proposal development and budget preparation/administration activities.

Basic Qualifications

  • Bachelor’s degree in city planning, urban design, community development, geographic information systems, architecture, public administration, or a closely related field

  • Minimum of 5 years of professional experience in planning or a related field

  • Extensive knowledge of planning programs and processes with verified American Institute of Certified Planners (AICP) credential (or similar professional certification)

  • Minimum of 2 years of supervisory experience

  • Must be a U.S. citizen or otherwise lawfully authorized to work in the United States

Preferred Qualifications

  • Master’s degree in planning or a closely related professional field

  • LEED AP Neighborhood Development (LEED ND), Professional Transportation Planner (PTP), Certified Economic Developer (CEcD), or other program-specific certification is preferred

  • Experience with FEMA’s resilience, hazard mitigation, and other grant programs, including BRIC, FMA, CDBG, FEMA's Risk MAP and National Flood Insurance Program (strongly preferred)

Compensation & Benefits

The compensation range for this role is $34/hr. to $58/hr.

Compensation is dependent upon education history and professional background, prior experience, and skill level, according to existing contractual requirements.

Travel Requirement

Some positions may require travel to disaster-affected areas for an extended period, on a case-by-case basis. Successful candidates must be willing and able to work in deployed status, away from home. When required, travel costs (including per diem) will be reimbursed at prevailing GSA rates.
